“Free Speech Is Fundamental to Democracy”
Cllr Rowland O’Connor supports a motion reinforcing freedom of expression, fair process and robust democratic debate within Cornwall Council — while making clear those protections do not extend to harassment, discrimination or unlawful conduct.
Cllr Rowland O’Connor has spoken in support of a motion before Cornwall Council aimed at reinforcing the importance of freedom of expression, fair process, and robust democratic debate within local government.
The motion, due to be debated at Full Council on 19 May 2026, focuses on ensuring that lawful political expression is properly protected and that council processes remain fair, proportionate, and resistant to misuse.
Speaking ahead of the debate, Cllr O’Connor said:
“Free speech is one of the foundations upon which democratic society rests.
“Residents expect elected representatives to speak openly, challenge decisions, scrutinise authority, and engage in robust debate on matters affecting Cornwall.
“Democracy was never meant to be silent, comfortable, or risk-free.
“There is a clear difference between genuinely unacceptable conduct and lawful political expression that others may simply disagree with.
“Those freedoms are not optional extras in a democracy. Without them, democracy itself slowly begins to fail.”
The motion does not seek to weaken standards or excuse unlawful behaviour. It explicitly recognises that protections for freedom of expression do not extend to harassment, discrimination, or conduct prohibited by law.
Instead, supporters say the motion is intended to strengthen public confidence in democratic institutions by ensuring that lawful debate and political disagreement are not discouraged through process.
Cllr O’Connor added:
“This is ultimately about protecting the democratic culture that underpins peaceful political debate.
“Residents will rightly expect Cornwall Council to remain a place where differing opinions can still be heard openly and honestly, provided people remain within the law.
“Robust but peaceful disagreement is not something democracy should fear. In many ways, it is evidence that democracy is functioning exactly as it should.”
The motion will be considered by Cornwall Council at Full Council on 19 May 2026.
